No, it’s not. It can be if there is very good reason. Otherwise it is not. You can’t use cameras in YOUR house if you rent it out. Also, you can’t have hidden camers to spy on your spouse or partner, or other persons living in your house. Exception would be if you need an evidence for crime (e.g. domestic violence). This comes from GDPR.
Moreover – in some countries use of “spy cameras” is strictly regulated and forbidden for general use. Only law enforcement and licenced detectives may use them.
